New Construction Regulations (SL 646.27) Now in Force
The construction sector in Malta has seen an important update in its regulatory framework. The Construction (Minimum Health and Safety Requirements) Regulations, SL 646.27 have officially come into effect as of 7 September 2025.
This new legislation introduces clearer and more structured responsibilities for the various duty-holders involved in construction projects, including:
- Project owner and client
- Private property owners
- Client representatives
- Project supervisors
- Contractors and subcontractors
- Workers and self-employed persons
The purpose of these regulations is to reinforce health and safety standards across the construction industry by ensuring that obligations are well defined and consistently applied. In practice, this means that all those engaged in construction activities, whether at management or execution level, are expected to take an active role in preventing risks, safeguarding workers, and promoting safer worksites.
From a business perspective, compliance with these regulations not only fulfils a legal requirement but also contributes to more efficient project management, reduced risk of accidents, and stronger accountability across all stages of construction.
